
The Woodlands, TX (October 21, 2008)…With more than 30 years of experience in public service and administration in city management and finance, Mr. Don T. Norrell has been named President of The Woodlands Township.
Mr. Norrell brings to The Woodlands Township a successful career in governmental and community associations management, capital projects and strategic government initiatives. Mr. Norrell was named to the chief executive post at The Woodlands Township during an important time in the history of The Woodlands, according to Chairman of the Board Nelda Luce Blair.
“Mr. Norrell brings a wealth of information and knowledge in the governance process,” Ms. Blair said. “He is the perfect fit for The Woodlands Township and the future opportunities residents have in the governance process of The Woodlands. We’re pleased to have him and have full confidence in his abilities to lead The Woodlands Township during this very important transition time.”
Mr. Norrell comes to The Woodlands Township after serving three years as President of The Woodlands Community Service Corporation and as General Manager of Community Associations of The Woodlands which include The Woodlands Community Association (WCA), The Woodlands Association (TWA), The Woodlands Commercial Owners Association (WCOA), The Woodlands Fire Department (WFD) and The Woodlands Recreational Center (WRC.)
Mr. Norrell will be responsible for overseeing the Transition Agreement which was signed in February 2008, which ultimately provides a seamless consolidation of the governmental services and functions provided to taxpayers into a single, community-wide, governmental organization. A native Texan, Mr. Norrell’s extensive professional experience includes city management and finance administration for the cities of Irving, Texas and Eau Claire, Wisconsin, where he was city manager for 14 years. Mr. Norrell is a certified public accountant and holds a degree in business administration from East Texas University. He and his wife, Vicki, moved to The Woodlands nearly three years ago and reside in the Village of Grogan’s Mill. They have three grown children.

The Woodlands Township was enlarged and reorganized after the November, 2007 election when residents of The Woodlands overwhelmingly approved three propositions to extend the boundaries of the former Town Center Improvement District, transition the Board of Directors to seven at-large members by 2010, and permit the Township to collect an ad valorem tax.
In October, 2007, The Woodlands Township Board of Directors unanimously approved Regional Participation Agreements with the City of Houston and the City of Conroe to prevent annexation of The Woodlands and permit future incorporation or adoption of a new form of local government. In return, The Woodlands Township will contribute a portion of the sales and use tax (a sixteenth of one percent) to regional participation funds established with both cities for mutually beneficial regional projects.
