Six Directors Begin Four Year Terms at TCID
Six individuals were sworn into office Wednesday, May 31, 2006 to serve on the Board of Directors, Town Center Improvement District (TCID) in The Woodlands.

Alex Sutton, Les R. Tarrance Sr., Vicki Richmond and Kemba Dianne DeGroot were elected to office in the TCID Election held May 13, 2006. Each will serve a four year term on the Board of Directors. They are by Dr. Ed Robb, representing The Woodlands Commercial Owner’s Association, and Lloyd Matthews, representing The Woodlands Association, both of whom will serve four years on the Board. TCID has a total of 11 members on the Board. Additional members of the Board include Nelda Blair, Peggy Hausman, Bob Kinnear, Fred O’Connor, and Ken Smith.
Also at the May Board meeting, the directors named its officers for the coming year: Dr. Ed Robb as Chairman; Vicki Richmond as Vice Chairman; Lloyd Matthews as Secretary; and Fred O’Connor as Treasurer/Assistant Secretary.
To be eligible for a seat on the Board of Directors, an individual must meet one of several qualifications, per the District’s Legislation established by the Texas Legislature. To be qualified to serve as a director, a person must be at least 18 years old and be:
- resident of the district;
- an individual owner of real property in the district;
- an individual owner, whether beneficial or otherwise, of a least 10 percent of the outstanding stock of a corporate owner of real property in the district or of a corporate lessee of real property in the district with an original lease term of five years of more, excluding options;
- an individual owner of at least 10 percent of the beneficial interest in a trust that:
- owns real property in the district; or
- leases real property in the district under an original lease term of five years or more, excluding options;
- an individual lessee of real property in the district under an original lease term of five years or more, excluding options;
- an individual owner of at least 10 percent of the outstanding interest in a general or limited partnership that:
- owns real property in the district; or
- leases real property in the district under an original lease term of five years or more, excluding options; or
- an individual agent, employee, officer, or director of any individual, corporation, trust, or partnership that owns or leases real property described by Paragraph (B), (C), (D), (E), or (F) of this subdivision who is designated by such owner or lessee to serve in that capacity.
