Nelda Luce Blair named Chairman
of TCID’s Board of Directors
In addition, Lloyd Matthews elected as Vice Chairman, Kemba DeGroot
as Secretary, and Mayor Fred O’Connor as Treasurer/Assistant Secretary.
Ms. Nelda Luce Blair has recently been elected Chairman of the Board of Directors for Town Center Improvement District (TCID) in The Woodlands, Texas.
In this role, she will lead the 11-member Board in its regular monthly meetings and executive committee meetings. Additional officers elected with Ms. Blair include Mr. Lloyd Matthews as Vice Chairman, Ms. Kemba DeGroot as Secretary and Mayor Fred O’Connor as Treasurer/Assistant Secretary.
“I appreciate the support of the Board of Directors as Chairman,” said Ms. Blair. “I follow in the footsteps of extraordinary leadership by Mr. Michael Richmond, Mr. Bob Kinnear and Dr. Ed Robb III. Under their guidance, TCID has become a successful role model in developing initiatives for the public benefit. We will continue these successful programs and handle new challenges in the years ahead.”
“TCID has some major changes in its immediate future,” she continued. “Our main challenge will be to grow with those changes while continuing to focus on maintaining TCID’s vision and mission. That is, promoting, developing, encouraging and maintaining economic development, while still preserving the quality of life that is at the heart of it all.”
A fifth-generation Texan and a life-long resident of Montgomery County, Ms. Blair is a litigator, turned legal and political advisor, as well as a television personality. A former Texas prosecutor, her successful legal career has now spanned over 20 years. During her tenure with the Montgomery County Attorney’s Office, she served as liaison to the Tax Assessor Collector, the County Commissioners and County Judge.
A graduate of Baylor University and the University of Houston Law School, Ms. Blair is triple Board Certified by the State Bar of Texas in Residential, Commercial and Farm & Ranch Real Estate Law.
She has served the community in a variety of leadership capacities over the years, including the South Montgomery County/Woodlands Chamber of Commerce, Greater Conroe/Lake Conroe Chamber of Commerce, The Cynthia Woods Mitchell Pavilion, District 3B Grievance Committee, Montgomery County Road Bond Committee “Mobility NOW” and the Conroe ISD School Bond Committee.
Ms. Blair resides and offices in The Woodlands with her husband, Mr. Jim Blair, who is also an attorney.
Vice Chairman Lloyd Matthews is a retired Amoco engineering and manufacturing executive who has dedicated his time to numerous community interests over the years, which include The Woodlands Association, South County Fourth of July Committee, the Shell Houston Open, The Woodlands Golf Association, and the Education for Tomorrow Alliance. He holds a bachelor’s degree in electrical engineering and an MBA from the University of Delaware.
Kemba DeGroot, Board Secretary, is a principal of Sales Training International. She has been involved with TCID since 1999, facilitating the development of its visionary business plan to the year 2020. She is a Registered Nurse with over 25 years in the field of nursing with a focus on cardiovascular nursing, staff development and patient teaching. Active in the community, Ms. DeGroot currently serves as Chair of the Montgomery County Better Business Bureau Advisory Board. She and her husband, Mr. Bob DeGroot, were the first to move into the Waterway Lofts in Town Center in 2003 and a year later relocated their business to The Woodlands Mall Expansion as its first non-retail business.
Treasurer/Assistant Secretary Mayor Fred O’Connor serves as the Mayor of Oak Ridge North. He joined the TCID board in 2004, representing the City of Oak Ridge North. With a successful career as an international consultant in energy development, Mayor O’Connor has been involved in a number of community initiatives including youth programs, civic groups, and local government. He is a graduate of The University of Notre Dame.
Nelda Luce Blair becomes only the fourth Chairman of TCID since its inception in 1993, when the community had a population of less than 40,000 people. Today, the community has a population approaching 90,000 and The Woodlands Town Center has become a regional draw for nearly one million people for corporate and retail employment, shopping, dining, entertainment and residential living.
