TCID Board approves Memorandum of Understanding

Town Center Improvement District Chairman of the Board Nelda Luce Blair
provides the final signature on the Memorandum of Understanding (MOU)
among community groups in The Woodlands
THE WOODLANDS, Texas (October 15, 2007) – The Town Center Improvement District Board of Directors today approved an historic Memorandum of Understanding (MOU) among several community associations. TCID provided the final signature on the document.
Based on a recommendation from TCID's Governance Transition Team, the MOU is an agreement among The Woodlands Community Association (WCA), The Woodlands Association (TWA), The Woodlands Commercial Owners Association, Inc. (WCOA), The Woodlands Community Service Corporation (WCSC), The Woodlands Recreation Center, Inc. (WRC) and The Woodlands Fire Department (WFD). The TCID Board of Directors authorized the Chairman of the Board, Nelda Luce Blair, to execute the MOU document.
The objectives of the MOU among parties is as follows:
i. Take reasonable next steps toward avoiding annexation by the City of Houston and preserve local voter control over The Woodlands governance.
Inform the voters of The Woodlands in connection with the proposed November 6, 2007 election, as to how the Parties intend and expect to
accomplish a seamless consolidation of the functions and services provided by the Parties into a single, community-wide governmental organization
funded by the most efficient and cost effective means to the taxpayers of the community while
preserving and continuing the current high level and quality of such functions and services by
utilizing existing personnel, management, programs and structures, and
ensuring continuity of management and elected leadership.
“This is a historic day in The Woodlands,” said Chairman Blair. “The MOU shows the spirit of cooperation among the community organizations in The Woodlands.”
The MOU sets into motion the development of a comprehensive transition agreement among all organizations and is contingent upon the outcome of the November 6, 2007 election.
